From 1 September 2026 the State Mortgage Company (SMC) issues mortgages under the Menin Uyum programme at 4% per year for privileged categories and at 8% for everyone else. It is the cheapest mortgage in the country: in September banks offer 14–22%. Here is who qualifies for the privileged rate, how long the wait is and which documents you need.

Who gets 4%

The privileged rate applies to public-sector employees with 3+ years of service:

  • school teachers and lecturers at state universities;
  • doctors and nurses at state hospitals and rural clinics;
  • social workers and Emergency Ministry staff;
  • military and Interior Ministry personnel with 5+ years of service.

All other Kyrgyz citizens over 21 who own no housing can join the programme at 8%. The mandatory condition is that neither the borrower nor the spouse owns other property, confirmed by a Cadastre certificate.

Terms and limits

The maximum loan is 5 million som in Bishkek and Osh and 3.5 million som in the regions. The down payment is from 10% for privileged categories and from 20% for others. The term is up to 25 years, and the payment must not exceed 50% of total family income. The flat must be in a building no older than 30 years or a commissioned new build.

Example: a flat for 4 million som, 10% down, a 3.6 million som loan for 20 years. At 4% the payment is about 21,800 som a month, at 8% about 30,100 som. The difference over 20 years is almost 2 million som.

How to apply

Applications go through the Tunduk portal or an SMC office. You need a passport, a 6-month income statement, an employer letter stating years of service, a Cadastre extract confirming you own no housing, and consent to an Ishenim credit check. Review takes up to 30 business days, after which the applicant joins the regional queue.

In Bishkek the queue as of September 2026 is about 8 months, in Osh 5 months, in Naryn and Talas 2–3 months. Privileged categories have a separate queue and receive funds faster.

If you do not want to wait, compare SMC partner-bank programmes: Eldik Bank and Aiyl Bank issue mortgages at 12–14% with refinancing into the SMC after approval. All programmes are collected in the mortgage section on FinMarketKG.
