In 2026 Safe City cameras already operate in Bishkek, Osh, Jalal-Abad, Karakol and on the Bishkek–Osh highway. In six months they issued 2.1 million tickets worth 1.4 billion som. A fine arrives by SMS and in the Tunduk app, and you can pay it with a 50% discount only within the first 20 days. Here is how to check and pay.
Where to check
- The Tunduk app → Traffic fines section → sign in with your PIN and phone number. All fines on your cars and driving licence are shown.
- The shtraf.gov.kg website: check by plate and registration certificate number without registering.
- Bank apps: MBank, Optima and Bakai show fines and pay in one tap.
- SMS to 4040 with your plate number for those without internet.
How to pay in 5 minutes
- Open the fine in Tunduk and check the photo of the violation; if the plate was recognised incorrectly, tap Appeal right in the app.
- Tap Pay and choose an Elcard, Visa or Mastercard from any Kyrgyz bank, or an e-wallet.
- The fee is 0% via Tunduk and bank apps, 2–3% at terminals.
- The receipt appears in History and the fine disappears from the traffic police database within a day.
What happens if you do not pay
After 20 days the discount expires; after 60 days the case goes to bailiffs: the amount doubles, and with debt above 10,000 som travel abroad is restricted and accounts are frozen. Before a trip abroad check your fines 3–4 days in advance, since lifting a restriction takes up to 48 hours.
The most common fines: speeding by 10–20 km/h 1,000 som, running a red light 3,000 som, no seat belt 1,000 som, phone use 1,000 som, parking on the pavement 2,000 som. Check fines by plate number and set up alerts in the fines service on FinMarketKG.
