Since 2025 sole traders in Kyrgyzstan register only through the Tunduk portal or the tax service; the Ministry of Justice is not involved. Registration is free and the certificate arrives electronically the same day. In the first half of 2026, 41,000 sole traders registered this way. Here is the step-by-step process.
What you need in advance
- A Kyrgyz passport and PIN (the 14-digit number on the passport).
- A Tunduk ID account, verified at a service centre or via biometrics in the app in 5 minutes.
- A phone number and e-mail.
- An idea of what you will do: activity codes are chosen from the directory, up to 10 can be listed.
Step 1. Filing the application — 20 minutes
Sign in to Tunduk → Tax Service → Sole trader registration. Enter the business address (your home is fine), activity codes and choose a tax regime. The system checks whether you have tax arrears or are already registered. Sign the application via Tunduk ID — a qualified digital signature is not required.
Step 2. Tax regime
- Patent: a fixed monthly amount (for example 1,500–4,000 som for retail in Bishkek depending on the district), no reporting, income up to 8 million som a year. Suitable for trade, services and taxi.
- Unified tax: 4% of revenue for cashless payments and 6% for cash, quarterly reporting, income up to 30 million som. Suitable for IT, consulting and online trade.
- General regime: 12% VAT and 10% profit tax, for those working with large companies and importing goods.
Social Fund contributions are also mandatory: 10% of the assessed income, at least about 1,800 som a month.
Step 3. Account, cash register and acquiring
The sole trader certificate with a QR code arrives in your Tunduk account in 2–4 hours. Use it to open a business account: Optima, MBank, KICB and Bakai open sole trader accounts online within a day, with the first 3–6 months free. If you take payments from individuals, register an online cash register with the tax service; for a patent, a bank QR code for receiving payments is enough.
